SBPA perkenal dasar keluar bagi penjawat awam

KUCHING 25 Okt. — Sistem Saraan Baru Perkhidmatan Awam (SBPA) yang dilaksanakan mulai tahun depan bakal menguatkuasakan ‘dasar keluar’ bagi penjawat awam yang berprestasi rendah atau yang ingin bertukar ke agensi lain termasuk swasta.
Presiden Kongres Kesatuan Pekerja Dalam Perkhidmatan Awam (CUEPACS), Datuk Omar Osman berkata, buat permulaan dasar itu melibatkan penjawat awam Kumpulan Pengurusan dan Profesional dan penilaian dibuat berdasarkan laporan prestasi tahunan serta Pencapaian Petunjuk Prestasi Utama (KPI) penjawat awam berkenaan.
Kumpulan Pengurusan dan Profesional melibatkan penjawat awam Gred 41 ke atas.
"Ia bagus kerana di bawah dasar baru tersebut penjawat awam tidak akan hilang status pencen serta faedah lain yang layak diterima,” katanya kepada Bernama selepas taklimat isu semasa CUEPACS untuk ketua-ketua jabatan dan penjawat awam negeri ini di Bangunan Sultan Iskandar hari ini.
Omar berkata, berbeza dengan Skim Saraan Malaysia (SSM) pada masa ini yang membenarkan penjawat awam untuk pencen awal pada umur 40 tahun, SBPA membenarkan penjawat awam berbuat demikian lebih awal tertakluk kepada syarat-syarat tertentu yang akan ditetapkan Jabatan Perkhidmatan Awam (JPA).

Katanya, dasar baru itu memberi ruang kepada penjawat awam untuk bertukar kerjaya sama ada berkhidmat di agensi lain seperti Syarikat Berkaitan Kerajaan (GLC) atau swasta yang sedia ada sekarang.
"Dasar ini bagus kerana mungkin penjawat awam tersebut boleh meningkatkan produktiviti di sektor lain yang dirasakan sesuai untuk mereka,” katanya. — Bernama

We learn from teachers

The nation needs to recruit the best talents to be teachers to get students to be the best in all they do.
THERE is no better time to be a teacher than now.
Budget 2012, unveiled by Prime Minister Datuk Seri Najib Tun Razak last week, offers a wealth of incentives to teachers under the focus of strengthening the civil service.
Not least of these is a pay rise and time-based promotion according to the New Civil Remuneration Scheme (SBPA).
Of course, other civil servants will also benefit from the scheme, but it’s significant that the Prime Minister used teachers as an example in explaining it.
For instance, teachers on grade DG48 will receive a maximum salary of RM8,710, an increase of 37.7% from RM6,325.39 under the Malaysia Remuneration System (SSM).
For non-graduate teachers on grade DG34, the maximum salary will increase by 39% from RM3,860.52 under SSM to RM5,370 under SBPA.
Moreover, in line with Najib’s Teachers’ Day message earlier this year, when he announced a better career path for graduate teachers, the SBPA offers time-based promotion whereby teachers will reach grade 44 in their eighth year and grade 48 in the 16th year of service. Similarly, it will take eight years for non-graduate teachers to be promoted from grade 29 to 32.
Civil servants, including teachers, also stand to enjoy a bigger annual increment of RM80 to RM320 according to grade, while those who opt for the SBPA will receive an annual increment of between 7% and 13%.
Other measures to boost the capacity of civil servants include tuition fee assistance for further studies on a part-time basis and scholarships for postgraduate studies at public institutions of higher learning. The Government will also offer 20,000 places to diploma teachers to pursue undergraduate studies, giving them a better career path and promotional prospects.
These incentives, according to Najib, are meant to transform the civil service to be dynamic, responsive and excellent.
“This includes a radical change in recruitment, placement as well as career development,” he said when presenting the Budget.
Hopefully, the incentives will not only spur teachers on to greater excellence but attract the best and brightest talents to enter the teaching profession.
As I’ve mentioned before, it is high time we change our mindset on the recruitment of teachers. Teachers play such an important role in shaping young minds and nurturing future generations that it is surely appropriate to recruit top graduates into teaching.
Unfortunately, the prevailing attitude still seems to be that those who achieve straight-A results in school should go on to study medicine, engineering, the sciences or law. Rarely do you hear of top students being actively encouraged to take up teaching.
If we want our education system to produce excellent students, we must start by recruiting the best talents to be teachers, who have a passion and commitment not only for education but in being role models and inspiring their students to be the best in all they do.
Look at SK Ulu Lubai, a primary school deep in the interior of Limbang division, which was featured in The Star this week.
Despite its remote location, it was named the country’s best primary school last year and a high performance school this year, with 100% passes in UPSR since 2006 and pupils who speak English confidently. It’s a testament to what a few dedicated and passionate teachers can achieve.
Of course, other factors cannot be discounted, like a good curriculum, parental support and community involvement, but the quality of teachers is paramount.
A report by international research consultancy McKinsey’s last year noted that the world’s top-performing school systems – Singapore, Finland and South Korea – recruited all their teachers from the top third of graduates.
Leaders in these school systems believe that “the quality of an education system cannot exceed the quality of its teachers”, hence they have taken a strategic and systematic approach to attract, develop, retain and train the most talented educators.
After recruiting from the top third of graduates, the report says, these countries also rigorously screen them on other qualities, such as perseverance, motivational abilities and passion for children.
Now that the Budget has spelled out attractive incentives for teachers, let’s go one step further and begin recruiting our top graduates into the profession.

Cuepacs gets more than it bargained for


IT is more than a dream Budget for Cuepacs, which got more goodies than expected.
Its president Datuk Omar Osman said issues which it had been pushing for, such as new remuneration scheme, higher increment, bonus and extension of retirement age had been met by the Government.
“Not only that, it offered us more by giving incentives to further studies and also increments for annual pensions. This is the best Budget so far and I would like to thank the Prime Minister.
“It is now time for civil servants to deliver their part of the deal by giving the best service to help the Government fulfil its promises to the rakyat. Be ready to work hard and prove our worth,” Omar said.
He said the new Civil Service Renumeration Scheme (SBPA) provided civil servants with higher annual increments of between RM80 and RM320 compared to the RM40 and RM120 under the present Malaysian Remuneration System.
“However, we need to get the full details of the SBPA. I was told there will be a briefing on this.”
Civil servants have also expressed happiness with the goodies announced yesterday.
Finance Ministry chief administrative assistant Siti Rohaidah Salim, 44, said she and her colleagues were delighted at the news.
“It was totally unexpected,” she said, adding that she was especially thankful for the salary increment.
The mother-of-five said it would help her cope with the rising cost of living.
Another civil servant, Mohd Salleh Osman, 43, said the half-month bonus would come in handy at the end of the year when he has to pay for his car insurance and prepare his 13-year-old daughter for the new school year.

I beg to move the Bill intituled “An Act to apply a sum from the Consolidated Fund for the service of the year 2012 and to appropriate that sum for the service of that year” be read a second time.
I begin the 2012 Budget speech by reciting the holy kalimah Bismillahirrahmanirrahim.

Faster promotions under new scheme, says bumi teachers union

KUCHING: The new Civil Service Remuneration Scheme (SBPA) announced in Budget 2012 is a boost to teachers by providing time-based promotions and other incentives.
Sarawak Bumiputra Teachers Union (KGBS) president Ahmad Malie said promotions would be faster under the new scheme, taking eight years instead of 10 under a time-based system.
Other incentives, as announced by Prime Minister Datuk Seri Najib Tun Razak, include annual salary increments between RM80 and RM230 according to grade, an annual increment of 7%-13% for civil servants who opt for the SBPA, raising the retirement age to 60 and a half-month bonus for civil servants.
“We are confident that these incentives will stimulate and motivate teachers in carrying out their duties besides helping the Government to achieve its aim of national transformation,” Ahmad said in a statement yesterday.
However, he said the time-based promotion scheme was still vague and needed more clarification.
“We would like this matter to be fine-tuned by the Education Ministry together with teachers unions so that no teacher will be left out from enjoying these incentives,” he said.
Ahmad also welcomed the announcement on tuition fee assistance for civil servants, including teachers, to further their studies at degree, Masters and doctorate levels.
He said this would enable them to improve themselves in line with the Government’s aim of producing a knowledgeable and highly-skilled civil service.
In addition, he noted that education was given the biggest allocation of RM50.2bil in the Budget, including RM1.9bil for all schools and RM1bil in a special fund for the construction, improvement and maintenance of schools.
“We urge the allocation to be channelled to schools which need them most, including those in Sarawak,” he said.
On the abolishment of payments for co-curriculum, internal test papers, Malaysian Schools Sports Council and insurance premium, making primary and secondary education free, Ahmad said this was good news for parents as it would help to lessen their financial burden.
However, he hoped parents understood which payments were being abolished so as not to cause confusion.
“This doesn’t include exercise books, stationery and other equipment which parents still have to pay for. Nevertheless, the Government is sensitive to this and is providing a one-off assistance of RM100 to all students from Year One to Form Five.
“We advise parents to use this assistance wisely to provide their children’s schooling needs,” he said.

No hike in MPs’ allowance

KUALA LUMPUR: There will be no increase in the allowances of the 222 MPs as envisaged under Budget 2012, said Minister in the Prime Minister's Department Datuk Seri Nazri Aziz.

“I am withdrawing the proposal immediately,” Nazri, who is in charge of Parliament, said at Parliament lobby yesterday.

Nazri withdrew the Government's proposal for the extra RM30mil, citing objections from the Opposition that claimed “it was not the right time” for the revision.

The objections came from Opposition leader Datuk Seri Anwar Ibrahim, DAP secretary-general Lim Guan Eng, PKR deputy president Azmin Ali and PAS vice-president Salahuddin Ayub.

“They are bigwigs and speak for their party,” said Nazri. “So, I will take this as a no' to the allowance.”
Salahuddin sits on the 14-member committee, which comprises Barisan, Opposition and independent MPs, tasked with looking into the matter.

Nazri said the committee had found that Malaysian MPs made the least amount in monthly allowances compared with their Singaporean, Indonesian and Thai counterparts.
“Our MPs' monthly wage is RM6,500,” he said.
“In Singapore, an MP makes RM33,589, RM18,111 in Indonesia and up to RM12,500 in Thailand.
“They use this allowance to hire researchers and pay rental for their service centres.
“Why should they pay out of their own pockets to serve their constituents?
“The MPs needs have been factored in when considering this allowance,” he added.

Anwar said it was not wise to increase the allowance at this point considering the current economic downturn, but he would reconsider the proposal and their objection if “it is for assistants and researchers”.
Prime Minister Datuk Seri Najib Tun Razak had announced in his Budget 2012 speech last Friday that the proposal for the allowance would be passed provided all parties agreed to a quantum.

3,000 guru khidmat masyarakat terima tunggakan elaun esok: YIT

KUALA TERENGGANU: Hampir 3,000 guru khidmat masyarakat akan menerima tunggakan elaun daripada Yayasan Islam Terengganu (YIT) esok membabitkan peruntukan berjumlah RM4.7 juta.

Pengarah YIT, Md Kamaru Al-Amin Ismail, berkata tunggakan itu bagi tempoh Januari hingga Oktober tahun ini.
"Tunggakan itu berikutan kenaikan elaun daripada RM150 sebulan kepada RM300," katanya kepada pemberita selepas majlis Anugerah Perkhidmatan Cemerlang YIT, di sini hari ini.
Mengulas perkembangan lain, Md Kamaru Al-Amin berkata YIT akan membuka tiga lagi tadika tahun depan menjadikan jumlah keseluruhan 21.

Tadika terbabit akan dibuka di Kampung Seberang Takir di sini, di Bandar Al-Muktafi Billah Shah, Dungun dan Kampung Mak Nik Kijal, Kemaman.

Setiap bangunan Tadika itu bernilai RM3.5 juta dan mampu menempatkan sehingga 700 orang murid pada satu-satu masa, katanya. - BERNAMA

PEKAN: Datuk Seri Najib Razak berkata, sistem pendidikan di negara ini lebih baik daripada sistem diamalkan di negara maju kerana ia memberi peluang kepada semua orang menjadi insan yang berjaya tanpa mengira kedudukan.

Sehubungan itu, Perdana Menteri berkata, di sesetengah negara maju hanya anak orang yang mempunyai kedudukan istimewa atau berkemampuan yang boleh berjaya tetapi sebaliknya jika lahir sebagai anak buruh atau tinggal di kawasan setinggan, kemungkinan untuk berjaya amat tipis sekali.

“Ini sekali gus membuktikan bahawa setiap insan itu sebenarnya boleh dididik untuk menjadi manusia berakhlak dan berjaya. Saya percaya jika pelajar kita didedahkan dalam satu sistem yang memberi kemudahan yang sebaik mungkin, dididik oleh guru yang benar komited dan mendapat sokongan serta rangsangan daripada ibu bapa, insan itu boleh menjadi insan berjaya,” katanya berucap pada Majlis Jalinan Bestari Transformasi Pendidikan SMK Seri Pekan di sini, semalam.

Turut hadir Menteri Besar, Datuk Seri Adnan Yaakob; Speaker Dewan Undangan Negeri (DUN), Datuk Seri Wan Razali Wan Mahussin; Timbalan Ketua Umno Bahagian Pekan, Datuk Ishak Muhamad dan Pengarah Pelajaran Negeri, Datuk Mazlan Mohamad.

Beliau berkata, kebanyakan mereka yang berjaya sebagai pemimpin, tokoh korporat, profesional dan cendekiawan adalah hasil daripada sistem pelajaran yang membenarkan mobiliti sosial menjadi kenyataan dalam tempoh hanya satu generasi.
“Bagaimanapun, di Malaysia, jika kita melihat latar belakang kita, hampir semua kita yang berjaya atau dianggap berjaya, didapati mereka berjaya kerana kita dapat menggubal sistem pendidikan yang membolehkan sesiapa tanpa mengira latar belakang, sosioekonomi, jika ada keinginan dan kemahuan,” katanya.

Najib yang juga Ahli Parlimen Pekan memberi contoh kejayaan dua wanita gigih yang ditemui pada Majlis Perasmian Bangunan Baru Amanah Ikhtiar Malaysia (AIM), minggu lalu.

Katanya, kedua-dua wanita terbabit bermula dengan pinjaman RM500 daripada AIM untuk memulakan perniagaan secara kecil-kecilan tetapi kini mampu memiliki rumah besar, kenderaan mewah serta membiayai pengajian anak mereka ke universiti.

Mengenai SMK Seri Pekan, Najib berkata bermula dari sebuah sekolah biasa, SMK Seri Pekan memperlihatkan pencapaian lebih tinggi dari sekolah biasa walaupun tidak tergolong dalam kategori sekolah berasrama penuh.

Sekolah itu juga katanya dinamakan sebagai sekolah menengah model khas dengan memperkenalkan satu konsep yang menggabungkan pelajar tahap dua sekolah rendah dan ditempatkan di sekolah berkenaan.

Katanya, hasil daripada eksperimen itu, pelajar berkenaan akan lebih cepat matang kerana mereka bergaul dengan rakan yang lebih berumur serta berjaya melahirkan pelajar lebih cemerlang.

2 daerah kurang guru bahasa Inggeris

KUALA LUMPUR: Kementerian Pelajaran semalam menjelaskan pelaksanaan penempatan semula guru ke daerah Kuala Selangor dan Sabak Bernam, Selangor perlu dilakukan untuk menampung kekurangan guru bahasa Inggeris yang amat kritikal di kedua-dua daerah terbabit.

Kenyataan Kementerian Pelajaran menyebut, guru yang ditempatkan semula itu dari daerah yang berlaku lebihan guru bahasa Inggeris dengan ketara seperti daerah Klang, Petaling Perdana, Petaling Utama dan Hulu Langat.
“Pelaksanaan penempatan semula ini adalah satu langkah proaktif untuk memastikan dasar Memperkasakan Bahasa Malaysia dan Memperkukuhkan Bahasa Inggeris (MBMMBI) dapat dilaksanakan dan mencapai matlamatnya,” kata kenyataan itu.
Penempatan semula guru itu turut membabitkan guru-guru opsyen Bahasa Malaysia yang berlebihan di daerah seperti Sabak Bernam dan Kuala Langat yang perlu diagihkan ke daerah lain.

Kenyataan itu menyebut, semua guru terbabit diberi peluang membuat rayuan.
Akhbar semalam melaporkan, 100 orang guru merangkumi 84 guru bahasa Inggeris dan 16 guru bahasa Malaysia tidak puas hati akibat dipindahkan ke sekolah baru yang jauh dari tempat tinggal mereka. – BERNAMA

3,318 guru TABIKA ditamat kontrak

Status diganti kepada Skim Pegawai Singkat

KUALA TERENGGANU: Seramai 3,318 guru dan pembantu guru kelas Taman Bimbingan Kanak-Kanak (TABIKA), Jabatan Perpaduan Negara dan Integrasi Nasional (JPNIN), kini dalam dilema apabila status perkhidmatan mereka secara kontrak akan ditamatkan akhir bulan ini.

Penamatan kontrak itu mengejutkan guru terbabit yang kini bertugas di 1,659 kelas TABIKA Perpaduan seluruh Semenanjung, sekali gus menyebabkan mereka mungkin hilang pekerjaan menjelang sambutan tahun baru 2011.

Banyakkan buku Sains, Matematik dalam bahasa Melayu

KUALA LUMPUR : Dewan Bahasa dan Pustaka (DBP) diminta menerbitkan lebih banyak buku Sains dan Matematik dalam bahasa Melayu untuk kegunaan pelajar sekolah rendah dan menengah selepas pemansuhan Pengajaran dan Pembelajaran Sains dan Matematik dalam Bahasa Inggeris (PPSMI).

Presiden Kesatuan Guru-Guru Lepasan Maktab Semenanjung Malaysia, Jemale Paiman berkata, DBP tidak seharusnya membiarkan tanggungjawab itu kepada Institut Terjemahan Negara Malaysia (ITNM), sebaliknya berganding bahu memperbanyakkan penerbitan buku itu di pasaran.
Beliau berkata, pada masa sama, ia turut menggalakkan lebih ramai penulis di kalangan pakar dan guru dalam bidang berkenaan untuk menulis dan menerbitkan buku itu rujukan pelajar.
Katanya, menerusi kerjasama itu, DBP selaku agensi bertanggungjawab dapat memastikan buku Sains dan Matematik yang diterjemahkan itu bukan saja bermutu tetapi menepati kehendak persekitaran di negara ini.

“Kita tidak mahu buku ini diterjemahkan secara terus dari bahasa Inggeris ke bahasa Melayu tanpa dilakukan sebarang pengolahan sewajarnya, sedangkan kita mahu penterjemahan buku Sains dan Matematik dibuat dalam bahasa mudah difahami pelajar berkenaan.

Student cut by razor after scuffle with teacher

MARANG: A teacher, angry at a student for refusing to heed his order, accidentally hurt the boy with a razor.
The incident happened when the teacher was trying to pull the boy, who had gone to visit a friend, back into his classroom at noon on Wednesday.

The 14-year-old student from a secondary school here was sent to a nearby health clinic where he received five stitches for a two-inch wound on the left side of his head.

It is learnt the boy had earlier asked permission to go to the toilet from the male teacher.

However, the teacher refused to allow the boy to leave the classroom, but the student left nevertheless.
The teacher later found out the boy had gone to his friend's class.

It is believed the teacher went looking for the boy with a razor, which he had earlier used to carve some teaching material.

The teacher and the student were later seen arguing before being involved in a scuffle.

It is understood that when the teacher tried to pull the student back to the classroom, he accidentally wounded the student.

Terengganu CID chief Asst Comm K. Manoharan said police have picked up the teacher.

“We have recorded his statement and he has since been released,” he said, adding that the case was classified under Section 324 of the Penal Code for causing hurt.

ACP Manoharan said the student was now resting at his home in Kampung Pengkalan Berangan here.

Strong-willed vs mild-mannered kids


Parents can shape their child's strong-willed or shy temperament by either limiting their options or exposing them to more choices.

Are you worried about your strong-willed and difficult child? Is there a fear that she will grow up to be stubborn and problematic?

How about your mild-mannered child? Are you worried that he will be bullied in school and at work later on?

According to Woo Pei Jun, lecturer/ developmental psychologist at Sunway University College, parents needn't fear that their child's temperament today will be the same 20 years from now.

Woo explains that whether they turn out mild-mannered or strong-willed depends on their inborn traits as well as the environment they grow up in.

“What is inborn is something you get genetically, so you can't change that; you'd probably get some traits from your dad and some from your mum. What makes the difference is how the environment and parents shape the children's temperament,” she says.

Enrol more SPM holders for teacher training

KUCHING: The Sarawak Teachers' Union (STU) has proposed to the Education Ministry to enrol more Sijil Pelajaran Malaysia (SPM) holders for teacher training courses and reduce that of the Post-graduate Teacher Education Course (KPLI). Its president, William Ghani Bina, said this would ensure that only those who were genuinely interested in the profession join teacher training courses and posted to rural areas.

He said as most KPLI trainees choose the teaching profession as the last resort after failing to get other jobs, this would be detrimental to the quality of education in the long run.

"STU proposes to the ministry to enrol more SPM holders from Sabah and Sarawak for teacher training courses as many of them are keen to be teachers," he told Bernama here today.
Ghani claimed that SPM leavers, who were trained as teachers, were more dedicated and committed to their profession.

On the Education Ministry's decision to deploy teachers from Sabah and Sarawak to their home states, he said this could help change the rural community's perception on education.

"For example, if a Penan teacher is posted to serve his community, he may be able to change the perception of elderly people on education and ways to improve their livelihood," he said.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said yesterday Sabah and Sarawak had asked for their own teachers to be deployed to the two states as students could understand them better and this could solve some of the problems.

The five promotion methods, allocated only to the teaching profession, comprises promotions to fill vacancies, promotion given Special to a holder of a post (Khas Untuk Penyandang), time-based promotion, promotion for excellent principals or headmasters and promotion for excellent teachers. KUCHING: Prime Minister Datuk Seri Najib Tun Razak today announced five promotion methods for teachers, which will take effect on January 1, 2012.

In his recorded Teacher's Day message, which was telecast at the 40th National Teacher's Day celebration here, Najib said the government took the decision because it was aware of the contributions and the heavy burden shouldered by the teachers.

The celebration, themed "Teachers, Catalysts for the National Education Transformation", was launched by Deputy Prime Minister Tan Sri Muhyiddin Yassin, who is also Education Minister.
The five promotion methods, allocated only to the teaching profession, comprises promotions to fill vacancies, promotion given Special to a holder of a post (Khas Untuk Penyandang), time-based promotion, promotion for excellent principals or headmasters and promotion for excellent teachers.

Najib said in line with the excellent transformation needed in the service and to uplift the status of the teaching profession, taking into consideration the uniqueness of teachers' duties, the promotion methods, especially the time-based promotion, should be given a new direction.

"At present, the government finds the majority of teachers, after spending 25 years of teaching students at schools, will end their service only at Grade DG48," the prime minister said.

Hence, he said, it was high time for the career path for these teachers to be improved so that teachers, who are responsible for shaping the nation's human capital, could be given appropriate recognition and rewards.

"The new promotion method is introduced specifically for teachers involved in the teaching and learning process, namely "Guru Wibawa" (high calibre teachers) and "Pendeta Guru" (teaching luminaries), who will be categorised according to four tiers of positions, he said.

KUALA LUMPUR: Some teachers are losing their temper with students or engaging in unprofessional conduct because they are overworked, according to the National Parent-Teacher Association Collaborative Council. Its chairman, Professor Datuk Mohamad Ali Hasan, said they were being burdened with administrative work, which led to a lack of passion, patience and professionalism.

"Some have little passion for the job. This is probably because they are being overloaded with non-academic duties, such as administrative work," he told the New Straits Times yesterday.

He said teachers needed clerical assistants for non-academic duties to help them be good teachers.
He was commenting on reports yesterday about a music teacher who threw a metal hand-percussion shaker at a pupil and another music teacher who was sentenced to 25 years' jail and two strokes of the rotan for molesting a pupil.

"I think teachers have to be disciplined before they can discipline pupils."

He suggested that teachers undergo identity crisis workshops since there had been several cases recently that highlighted a lack of morality in their ranks.

"They perhaps lose touch with their identity as a teacher when they mix with the wrong company."

National Union of the Teaching Profession secretary-general Loke Yim Pheng said teachers who could not follow the professional code of ethics should leave.

"We only want quality teachers who are professional enough to control their emotions."

Kesatuan mahu skim bayaran tiga baris dikaji semula

KOTA BHARU: Kesatuan Perkhidmatan Perguruan Kebangsaan (NUTP) meminta kerajaan supaya membayar insentif atau bayaran khas kepada guru yang memiliki kepakaran dan sanggup melakukan kerja tambahan di sekolah.
Setiausaha Agung NUTP, Lok Yim Pheng, berkata pada dasarnya, kira-kira 17,000 ahli NUTP sentiasa bersedia dengan beban kerja tambahan yang terpaksa dilakukan di sekolah bagi memastikan proses pembelajaran dan pengajaran (P&P) berjalan lancar.
Katanya, guru yang memiliki kepakaran lebih dari satu mata pelajaran itu tidak pernah menerima sebarang bayaran atau insentif lain walaupun terpaksa menanggung bebanan kerja terutama menjadi guru ganti mata pelajaran tertentu.

“Guru yang memiliki kepakaran lebih dari satu mata pelajaran itu tidak pernah menerima sebarang bayaran atau insentif walaupun dibebani dengan kerja tambahan dan kira-kira 17,000 ahli NUTP sanggup memikul beban itu.

“Memandangkan selama ini mereka bekerja dalam keadaan sukarela, sudah tiba masanya kerajaan menimbangkan usul supaya guru memiliki kepakaran dan bersedia dibebani kerja lebih itu dibayar insentif sebagai menghargai khidmat mereka,” katanya kepada pemberita selepas merasmikan Mesyuarat Agung NUTP Cawangan Kelantan Ke-19, di sini, semalam.

Yim Pheng berkata, dalam perkembangan lain, NUTP berharap kerajaan akan mengkaji semula skim bayaran guru daripada tiga baris seperti yang dipraktikkan sekarang kepada sistem sebaris, dengan mewujudkan satu gred satu baris.
Katanya, melalui kaedah ini, ia boleh mewujudkan satu laluan budaya kerjaya lebih lancar, profesional, sihat dan berkualiti sekali gus meningkatkan tahap P&P yang cemerlang untuk kemajuan pelajar di negara ini.

“NUTP juga meminta kerajaan supaya menilai semula guru yang sudah lama berkhidmat dan berpengalaman menerusi skim gaji bersepadu, yang mampu mewujudkan laluan kerjaya menarik kepada guru bermula dari gred 41 sehingga gred seterusnya.

“Apabila skim itu dipersetujui kerajaan, guru yang berpengalaman ditambah tempoh perkhidmatannya dan secara tidak langsung mereka layak menerima kenaikan gaji sebelum bersara dengan bayaran pencen lebih besar, sesuai dengan tempoh berkhidmat,” katanya.

Ditanya mengenai cadangan kerajaan menggantikan Peperiksaan Tahap Kecekapan (PTK) kepada Program Sepadu Pembangunan Kompitensi (PROSPEK), beliau berkata, NUTP bersedia mengikuti dasar baru itu, namun berharap pelaksanaannya nanti harus mengambil kira kepentingan guru.

“NUTP harap PROSPEK ini akan memberi peluang kepada ramai guru untuk naik pangkat tanpa sekatan dan kesulitan, selain berharap kerajaan akan memanggil kami untuk membincangkan sebarang cadangan baru sebelum ia dilaksanakan sepenuhnya,” katanya.

IT is acceptable to call a doctor whose name is Siti, Dr Siti and a police inspector whose surname is Lee, Inspector Lee? Is it all right to call a teacher whose name is Siti, Teacher Siti? Do we call a married teacher whose name is Lucy Lau Madam Lau? Is it correct to call this teacher Madam Lucy? Or is it more accurate to call her Madam Lucy Lau? Bryan Yap Jet Rong
It is acceptable, in fact usual, to call (or more formally “address”) a police inspector whose surname is Lee, “Inspector Lee”. But a lady whose first name is “Siti” usually has another name after that, like “Siti Fatimah”. So, you should address her as “Dr Siti Fatimah” unless she has told you to address her as “Dr Siti” only.
You don’t address a teacher as “Teacher + her/his name”, but you may say “Cikgu + her/his name”. When addressing a Malaysian teacher, you may also use one of the following words before her or his name, whichever is appropriate: Puan, Encik, Cik, Mrs, Mr, Miss or Ms (pronounced Miz). When you have a new teacher, it is a good idea to ask the teacher what she or he would like to be called. (Ms, by the way, is a fairly new term that doesn’t indicate a lady’s marital status.)
As for the term “Madam” for married Chinese women teachers, a Chinese friend of mine (who was a teacher) explained the following to me. You use “Madam” with the lady’s father’s surname, but “Mrs” with the lady’s husband’s surname. Thus if Lucy Lau is married to Mr Lau, you call her “Mrs Lau”. If her original surname is Lau and she is married to a Mr Lim, for example, you can call her either “Madam Lau” or “Mrs Lim”. But as I said before, ask her what she would like to be called.
I don’t think you should call her “Madam Lucy” or “Madam Lucy Lau” unless she tells you to.

Berita baik untuk guru: Kaedah baru kenaikan pangkat

KUCHING 16 Mei – Perdana Menteri, Datuk Seri Najib Tun Razak mengumumkan kaedah baru kenaikan pangkat khusus kepada guru dengan mengkategorikan mereka mengikut empat lapisan jawatan iaitu Guru Biasa, Guru Kanan, Guru Wibawa dan Pendeta Guru.

Katanya, empat lapisan jawatan itu akan membolehkan peningkatan ke gred yang lebih tinggi berdasarkan kecemerlangan.

"Melalui konsep Guru Wibawa dan Pendeta Guru ini, laluan kerjaya guru dalam bidang pengajaran dan pembelajaran akan diperluaskan sehingga mencapai ke Gred 54 dalam tempoh perkhidmatan 25 tahun dengan memenuhi tahap kecemerlangan serta syarat-syarat lain yang ditetapkan Lembaga Kenaikan Pangkat Perkhidmatan Pendidikan," katanya dalam rakaman video yang ditayangkan pada sambutan Hari Guru Kebangsaan, di sini hari ini.

Perdana Menteri mengumumkan, semua guru yang menunjukkan kecemerlangan terkemuka mutunya seperti ditetapkan oleh Lembaga Kenaikan Pangkat Perkhidmatan Pendidikan boleh mencapai Gred Khas C dan ke atas sebelum bersara.

Katanya lagi, bagi guru-guru yang tidak dinaikkan pangkat ke Gred Khas, mereka masih berpeluang menikmati pergerakan gaji tahunan.

"Untuk ini, kerajaan bersetuju menambahkan lagi jawatan Gred Khas C bagi laluan pengajaran dan pembelajaran sebanyak 100 peratus dengan menambah sebanyak 72 jawatan berbanding 36 jawatan sedia ada di bawah konsep Guru Wibawa dan Pendeta Guru," katanya.

Najib juga mengumumkan, kerajaan bersetuju menaikkan gred jawatan semua pengetua sekolah menengah Gred DG48 ke Gred DG52 yang melibatkan 1,228 jawatan.

Katanya, semua guru penolong kanan (GPK) pentadbiran, hal ehwal akademik dan kokurikulum sekolah menengah Gred DG44 dinaikkan ke Gred DG48 dan ini melibatkan 6,585 jawatan.

"Seterusnya, semua GPK pentadbiran, hal ehwal akademik dan kokurikulum di sekolah rendah kluster dinaikkan dari Gred DGA32 ke Gred DGA34 yang melibatkan 99 jawatan," katanya. - Utusan

25 peratus pelajar obes pada 2020?

KUALA LUMPUR 15 Mei – Satu perempat atau 25 daripada 100 pelajar di negara ini dikhuatiri akan mengalami masalah obesiti atau kegemukan pada 2020 yang juga berisiko mempunyai penyakit.
Anggaran tersebut berdasarkan trend peningkatan satu peratus obesiti pelajar setiap tahun yang peratusannya didapati terus meningkat.

Ketua Jabatan Dietetik dan Sajian Hospital Kuala Lumpur (HKL), Ridzoni Sulaiman menjelaskan, anggaran itu berdasarkan kajian pada 2007 yang mendapati hampir 12 daripada 100 pelajar berusia antara 13 hingga 17 tahun mengalami obesiti berbanding hanya dua orang dikesan 10 tahun sebelumnya.
“Maka itu tidak mustahil jika tidak ditangani segera, pada 2020 sejumlah 25 daripada 100 pelajar atau satu perempat daripada mereka akan mengalami masalah itu.

“Jika diperincikan lagi, ini bermakna 10 pelajar dalam kelas yang mengandungi 40 orang adalah pelajar gemuk yang tidak aktif dan berisiko berpenyakit,” katanya ketika ditemui di sini baru-baru ini.
Pada masa ini terdapat lebih 5.24 juta pelajar sekolah rendah dan menengah.

Ridzoni berkata, walaupun selepas pelbagai pendedahan dan usaha dilakukan kerajaan, gejala obesiti atau kegemukan di kalangan remaja khususnya pelajar sekolah masih gagal diatasi.

“Oleh sebab itu, kantin berperanan sebagai tempat membentuk pemikiran pelajar berkaitan pemakanan seimbang sekali gus boleh mempengaruhi ibu bapa di rumah.

“Seandainya pengusaha kantin sekolah mampu menyediakan hidangan yang mengandungi sayur-sayuran dalam setiap menu, budaya pemakanan sihat secara praktikal dapat dibentuk dan menggalakkan para pelajar membawa amalan tersebut ke rumah,” katanya.

Baru-baru ini, kerajaan telah mengambil langkah proaktif bagi menangani peningkatan masalah tersebut dengan mencadangkan larangan 15 jenis makanan 'tidak sihat' dijual di semua kantin sekolah rendah dan menengah.

Turut dicadangkan ialah supaya indeks jisim badan (BMI) wajib direkodkan dalam kad laporan prestasi pelajar berbanding amalan sebelum ini yang hanya mengkehendaki guru merekodkan berat dan ketinggian pelajar.

Mengambil pengalaman beliau ketika berada di Jepun, Ridzoni berkata, pakar nutrisi dan pengusaha kantin sekolah akan bekerjasama dalam memastikan hidangan dijual adalah sihat.

Tambah Ridzoni, pelajar memerlukan kalori sebanyak 1,500 hingga 2,200 dalam sehari bergantung pada aktiviti harian yang dilakukan dan pihak berkaitan seharusnya peka dengan jumlah kalori yang sepatutnya diambil.

Syarat guru naik pangkat

KEMENTERIAN Pelajaran merujuk kepada SMS ‘Avim (BHA33634)’ mengenai peluang guru KPLI sekolah rendah untuk naik pangkat tipis, seperti yang tersiar dalam ruangan Rakan@bh pada 9 dan 10 Disember lalu.

SMS itu menimbulkan persoalan bilakah guru lulusan KPLI sekolah rendah berpeluang menjadi guru besar dan nasib KPLI sekolah rendah untuk naik pangkat kurang cerah berbanding guru KPLI sekolah menengah.

Jawatan kenaikan pangkat hakiki Gred DGA32 dan DGA34 bagi jawatan Guru Besar, Penolong Kanan dan Penyelia Petang di sekolah rendah diperuntukkan bagi Pegawai Perkhidmatan Pendidikan Lepasan Diploma.

Bagi mana-mana guru PPPLD yang menyambung pengajian ke peringkat ijazah kemudian dilantik Pegawai Perkhidmatan Pendidikan Siswazah (PPPS) Gred DG41 dan dikekalkan di sekolah rendah, tertakluk kepada laluan kenaikan pangkat PPPS.

Guru yang memohon dan memenuhi syarat kenaikan pangkat boleh dipertimbangkan.

Guru lama dakwa susah naik pangkat

SAYA kecewa kerana Kesatuan Perkhidmatan Perguruan Kebangsaan (KPPK) seolah-olah terlepas pandang terhadap masalah guru lama yang dilayan seperti guru baru mengajar di sekolah rendah.

Saya mewakili ramai yang seangkatan dengan saya mengharapkan KPPK membawa perkara ini ke atas. Sekolah saya sendiri menerima guru yang akan dinaikkan ke skim DGA32, yang baru saja genap berkhidmat selama 10 tahun.

Bagi kami yang sudah mengajar selama berbelas tahun ini, langsung tidak diberikan peluang kenaikan pangkat dan tidak layak dipertimbangkan untuk kenaikan pangkat menjadi penolong kanan.
Kami bukanlah guru lepasan Kursus Perguruan Lepasan Ijazah (KPLI), J-QAF atau guru yang baru dilantik. Pengalaman kami mengajar melebihi 10 tahun sebelum ini langsung tidak diperjuang oleh mana-mana pihak termasuk KPPK.

Sebelum naik ke skim DG41, kami dilantik ke dalam skim KUP DGA32 tetapi ketika itu kami tidak mendapat peluang kenaikan pangkat.

Harapan saya, semoga KPPK memperjuangkan hak kami untuk kenaikan pangkat. Pada tahun lalu dan tahun ini, terlalu banyak guru muda dilantik sebagai penolong kanan.

Kenakan syarat penempatan serupa bagi pemohon GSTT, KPLI, DPLI

SAYA ingin mengemukakan pendapat berhubung isu pengambilan guru. Sebagai ibu bapa dan masyarakat sudah tentu kita ingin insan yang terbaik untuk mendidik anak kita.

Isu pelajar bidang pendidikan di institut pengajian tinggi swasta (IPTS) yang tidak dapat menjadi guru tetap harus diberi perhatian terlebih dulu. Begitu juga kesukaran penempatan pelajar bidang pendidikan institut pengajian tinggi awam (IPTA) dewasa ini.

Mengambil kira syarat untuk memohon masuk ke Institut Pendidikan Guru ketika ini, sekurang-kurangnya tiga subjek cemerlang dan tiga subjek kepujian diperlukan dalam Sijil Pelajaran Malaysia (SPM). Syarat ini juga perlu dikenakan kepada pemohon Guru Sandaran Tidak Terlatih (GSTT), KPLI dan DPLI agar kualiti mereka setara.

Saya bersetuju jika pengambilan program GSTT, DPLI dan KPLI ini untuk menyeimbangkan peratusan gender dalam bidang pendidikan. Bilangan guru lelaki yang sedikit boleh menyebabkan kesukaran dalam beberapa bidang tugas seperti penjagaan sistem siar raya, padang, inventori barang dan sebagainya.

Penempatan GSTT, DPLI dan KPLI yang baru ini dicadangkan di kawasan pedalaman. Beri peluang pula kepada guru yang sudah bertahun di pedalaman yang memohon ditukarkan ke tempat asal mereka.

Kerap kali kita mendengar GSTT sudah lama mengajar dan berpengalaman, mampu mengajar guru baru, mendapat pujian pengetua dan sebagainya. Ini masanya menguji siapa guru sejati, tinggalkan ibu bapa, suami, isteri dan anak kerana cita-cita menjadi pendidik berdedikasi.

Guru perlu lengkap kemahiran ikut arus pembangunan

PUTRAJAYA 16 Mac – Golongan pendidik di negara ini perlu peka bahawa kemahiran mendidik sentiasa berubah dan berusaha meningkatkan serta menyesuaikan diri dengan perubahan semasa dan persekitaran, kata Tan Sri Muhyiddin Yassin.
Timbalan Perdana Menteri berkata, jika usaha tidak dibuat untuk bergerak seiring dengan perkembangan ilmu, tenaga pendidik akan ketinggalan dalam banyak hal terutamanya dalam aspek pembangunan manusia dan melahirkan generasi berwibawa.
Berucap pada istiadat Konvokesyen Berpusat Ijazah Sarjana Muda Perguruan di Pusat Konvensyen Antarabangsa Putrajaya hari ini, Muhyiddin yang juga Menteri Pelajaran meminta golongan pendidik menguasai ilmu dengan mengamalkan konsep pembelajaran sepanjang hayat bagi melahirkan generasi berilmu, membudayakan inovasi dan kreativiti di kalangan pelajar.
"Jika dahulu, guru mengajar tulis baca, mengatasi masalah buta huruf sebagai tugas hakiki, kini cabaran yang digalas oleh guru jauh lebih berat.
"Realitinya, masyarakat kini memerlukan guru berkualiti tinggi daripada sudut keilmuan dan sahsiah, berintegriti, beriltizam dan mempunyai kesedaran untuk membentuk insan yang seimbang daripada segi jasmani, emosi, rohani dan intelek,” kata beliau. – Bernama
